Karachi, a bustling metropolis, faces water scarcity due to rapid population growth and urbanization, and relies primarily on the Indus River system and Hub Dam for its water supply. The demand outweighs the available water, especially for industrial and commercial usage with only 60 MGD out of 220 MGD water needs being met. Industrials and Commercial entities previously had to rely on informal water sources where water operators used to rely on illegal extraction of sub-soil water. To address this issue, the Government of Sindh introduced Regulations in 2018 allowing the extraction of subsoil water for industrial purposes. Since then, 34 licenses were issued by the KW&SC to help alleviate the water shortage. Recently, the Karachi Water and Sewerage Corporation (KW&SC) has enacted the Groundwater (Extraction, Consumption and Management) regulations, 2024 by approval of its board. These new regulations allow for the issuance of groundwater licenses based on volumetric extraction. The primary objective of the Groundwater Regulations 2024 is to ensure strict monitoring of the excessive use of groundwater, including borehole tube wells, and to manage its extraction based on volumetric measurements. The new administration of the Water Corporation has successfully implemented these measures. It is noteworthy that recently, the Sindh High Court imposed a ban on the unregulated extraction of groundwater by all industries, groundwater operators, and mineral water companies across Karachi and the province. The court ordered all water corporations in Sindh to act against illegal groundwater extractors. In its written order, the court also directed the federal and provincial governments to review the licenses issued to water companies and instructed relevant authorities to conduct visits to these companies and perform laboratory tests on their water supplies. This development marks a significant achievement for the Karachi Water and Sewerage Corporation. All previous licenses issued have been cancelled and new licenses will be issued to different categories of consumers based on the method outlined in the regulations.
