Karachi Water & Sewerage Corporation under various Public Sector Development Programs (PSDP) and Annual Development Programs (ADP) has added water and sewerage infrastructure in Karachi from time to time. Such project includes but not limited to, Rehabilitation of infrastructure with replacement of pipes, water trunk mains, trunk sewers, pumping stations for water and sewerage to ensure 24/7 supply of water and sewerage services.

Scope: The scope of S-III Project is as follows: -
Trunk Interceptor -- The construction of Trunk Interceptor in Lyari River up to the Sewage Treatment Plant-I at Haroonabad, Keamari to bring 100 MGD of sewage at the site. The work has been completed over the entire length of 4.3 km in 2018. Sewage coming from Orangi and Gujar Nullah shall drain into trunk interceptor comprising 100 MGD as average flow, while peak flow shall be 126 MGD.
Sewage Treatment Plant-I at Haroonabad, Keamari, Karachi – Sewage Treatment Plant I with a design capacity of 100 MGD was initially conceived in the project in 2014. However, the contractor on the site has been asked to complete and run initially 35 MGD of treatment facility and later the treatment shall be enhanced to 65 MGD. The existing scope includes; construction of 100 MGD pump house, a conveyance system, and rehabilitation of the existing structure. By September 2024, the progress on site is as under:-

Quantum of Water Supply: 260 Million Gallons Daily (483 Cusec)

Scope: The Greater Karachi Bulk Water Supply Scheme (also known as K-IV) is executed by Water and Power Development Authority under Public Sector Development Program (PSDP) funded by Government of Pakistan. The project was initially conceived in 2008 with co-financing arrangement of provincial and federal government at 50:50. However, the project was redesigned with new alignment of water pipelines in 2018 and the entire responsibility of completing the mainstream is now rest with the federal government. The project has achieved a physical progress of 47.24 % and is fast approaching completion. As a result, it will improve the reliability of the water system, support economic growth, and bolster public health by mitigating waterborne diseases. Detail: The K-IV Augmentation and Downstream Allied Works aim to enhance Karachi's water supply infrastructure by interconnecting the K-IV Treatment Plants. Improvements will benefit various districts and adjoining areas including Malir, Korangi, Cantonments, South, Central, West, North Karachi, Surjani, North Nazimabad, and SITE Area. As part of the Commitment of Cooperation (CoC) signed between the Government of Sindh and the World Bank and being one of its major objectives, several projects have been initiated under the Public-Private Partnership (PPP) mode with assistance of the Sindh Public Private Authority. Scope: The West Karachi Recycling Water Project aims to tackle the severe water shortage at Sindh Industrial Trading Estate (S.I.T.E) by recycling wastewater from the Lyari River to provide 35 Million Gallons Daily (MGD) of industrial-grade water through a Public-Private Partnership (PPP). Initiated with an RFQ on April 17, 2023 and following the receipt of four bids with three international firms shortlisted, the project is currently in the RFP phase with a bid submission deadline extended to September 27, 2024. Financial closure is projected for April 2025, with the goal of enhancing water efficiency, promoting sustainable development, and reducing dependency on informal water sources. Scope: TP-IV is a major component of the S-III project located at Korangi. Scope:
The Karachi Water & Sewerage Services Improvement Project was conceived based on the Karachi Diagnostic Study conducted in 2016, stating that an amount of USD 4 billion is required to transform KW&SB into a financially viable, and administratively autonomous organization, strengthening institutional capacity along with improved service delivery. In the given scenario, the World Bank came forward with the commitment to lend USD 1.6 billion for KWSSIP in four phases from 2020-2032. Funding is shared between the IBRD and AIIB (40% each) and the Government of Sindh (20%).
Each phase of KWSSIP comprises of three major components i.e.,
The first phase of KWSSIP amounting to USD 100 million is under implementation and expected to be completed by June 2025. Whereas the second phase of KWSSIP amounting to USD 600 million has been approved by ECNEC and expected to commence by 2025. Scope: The Institutional Reform Studies of KW&SC focuses on four key areas
These studies, commissioned by KWSSIP and conducted by GFA Consulting have organized a series of Stakeholder Meetings, Customers Identification Survey, Training Needs Assessment, and comprehensive training on Human Resources related matters. In this regard, Interim Reports on these core areas have been submitted by the GFA, and the Final Report is expected to provide recommendations for improving these areas to boost revenue and enhance service-delivery. Furthermore, a Human Resource Management Training of the mid-level staff was also conducted to enhance operational efficiency and service-delivery.

Scope: Karachi has a significant population residing in Katchi Abadis, or slums. More than half of the city's population lives in these informal settlements, which have historically been neglected, resulting in a lack of access to clean water and proper sanitation services. In response to these challenges, the Karachi Water and Sewerage Corporation (KW&SC) has established a Katchi Abadi under the Technical Services Department. Under this program a partnership involving the Katchi Abadi Cell of Karachi Water and Sewerage Services Improvement Project (KWSSIP), Non-Governmental Organizations (NGOs), and Community Based Organizations (CBOs) is planned. This partnership will help ensure that KW&SC is able to increase revenues while providing legal water connections and sewerage services to low-income communities. Scope: In collaboration with the Competitive and Livable City of Karachi (CLICK) project of the World Bank, which is also a Sindh Local Government Department initiative for improvement of the municipal functions in Karachi, this project was developed by the Karachi Water Sewerage Services Improvement Project (KWWSIP) with the primary objective of focusing on addressing issues related to water supply and sewer lines within Karachi. The selection for repairing existing portions were based on the survey's findings and information obtained from CLICK. Under this project, repairing of roads was done through necessary patchwork and sewer lines were also repaired. The project has already been completed and it has improved efficiency of the system by resulting in improved motor ability and reducing leakages in sewer lines.

Scope: The Bulk Water supply system was originally installed between the 1950s and 2000s and has since suffered from illegal sand extraction, inadequate maintenance and heavy rains leading to significant deterioration and exposing the G.K conduit to high risk. The Bulk Water Supply System crosses various obstacles, including water channels, railway tracks, and roads, and passes through the Malir riverbed, where KW&SC maintains a 500 ft corridor. To ensure the system’s stability which is crucial for Karachi’s water supply, an urgent design and implementation of protective measures were required. To address these issues, this project has been envisaged and currently, work is underway to address these issues.

Brief: The Karachi Water and Sewerage Corporation (KW&SC) has successfully procured 14 pairs and 10 combined sewage suction and jetting trucks equipped with an advanced fleet management system. This strategic investment significantly enhances our efficiency and effectiveness in clog removal and service delivery, particularly during rainy periods. Historically, KW&SC faced challenges due to outdated machinery and limited staffing for sewage maintenance, leading to frequent line collapses and the sinking of sewers throughout Karachi. These issues were further enhanced by the overburdening of the existing sewerage infrastructure, resulting in sewage overflow on the streets due to clogs especially in the periods of rain or Monsoons. With the recent addition of the new jetting and suction trucks, KW&SC is now better equipped to address these challenges. Our modern fleet allows us to swiftly and effectively clear clogs, ensuring improved service delivery and enhanced public health. Scope: Most of the trunk mains in the Bulk system of Karachi Water and Sewerage Corporation (KW&SC) are PRCC (Pre-Stressed Reinforced Cement Concrete) and have surpassed their useful lifespan. Scope: The Karachi Water and Sewerage Corporation (KW&SC) is one of the largest utilities in Pakistan, however, several factors contribute to its low revenues, including high levels of non-revenue water, a limited customer base, and metering practices based on the area of the unit rather than the volume of water used. To address these challenges, KW&SC is undergoing a transformative process by implementing advanced metering solutions, enhancing billing systems, and optimizing customer databases. These improvements aim to boost revenue generation, increase water management efficiency, and strengthen resilience against water scarcity in Karachi. The scope of this project includes installation of flow meters for Bulk water consumers, these flow meters while improving efficiency of the operations of KW&SC will also benefit bulk water consumers by providing accurate usage measurements, detecting leaks, improving water management, and ensuring fair billing. The Karachi Water & Sewerage Corporation (KW&SC) has initiated a comprehensive Capacity-Building Program in alignment with the Karachi Water and Sewerage Corporation Act, 2023.
This program aims to equip employees, both on and off the field, with the necessary skills and knowledge to effectively manage tasks such as Bulk Production, Filtration Transmission, Reduction of Non-Revenue Water, Distribution of Water, Efficient Sewage Disposal, Billing, Complaint Redressal Mechanism, and Water Quality Assurance. Initially, newly appointed employees under the "Deceased Employee Quota" with higher academic qualifications are being trained through a series of training programs. Further, trainings related to Human Resources Management and Communication & Customer Relations Management have been conducted to impart skills in the existing employees of KW&SC.
KW&SC has undertaken to provide health insurance coverage for all regular and retired employees, as well as their families including the families of deceased employees.
This initiative involves digitizing data and issuing digital medical cards to facilitate cashless medical services across the country. The benefits include risk mitigation, access to a network of health professionals, cashless facilities, improved rates due to increased business volume, accountability of hospitals, case management, and control over unnecessary hospitalizations and leakages
Through collaboration with Jazz Cash, KW&SC aims to enhance convenience and accessibility for Karachi's residents in paying their water bills. The partnership includes social media marketing campaigns, cashback offers, SMS campaigns, and expanded payment options through retailers and online platforms. This initiative not only benefits consumers with convenient payment methods but also facilitates efficient fund reconciliation for KW&SC.
KW&SC is taking proactive steps to recover long-standing dues from consumers who have not paid their service charges. With the support of private agencies and contractors, a comprehensive survey, data validation, bill distribution, and revenue collection process are being initiated. This initiative aims to incentivize recovery efforts and significantly reduce outstanding arrears while increasing the revenue stream of KW&SC.
KW&SC has launched initiatives to combat illegal water connections and hydrants, ensuring the integrity of the water supply system, reducing water theft, and providing relief to 08 million people in Karachi. With the assistance of Pakistan Rangers Sindh and Law Enforcement Agencies, KW&SC has successfully demolished 243 illegal hydrants, seized 300 tankers, arrested 180 persons, and lodged around 200 FIRs against the miscreants.
Moreover, 3700 illegal water tankers came under the legal fold of KW&SC and are provided with QR codes and a tracking system. Additionally, subsidized water tankers for water supply are provided to areas with limited access to clean water, reducing reliance on unauthorized and informal sources.
Through strategic measures, such as Hydrant Management Cell, Upgradation of Water supply channels and other initiatives, KW&SC has achieved a substantial increase in revenue amounting to Rs. 1.65 billion while maintaining consistent water supply levels. This accomplishment reflects the organization's commitment to financial sustainability and service excellence.
A state-of-the-art Hydrant Management Cell has been established at KW&SC to fully digitize supply of water through 07 legal hydrants of KW&SC. The Hydrant Management Cell ensures prompt delivery to consumers through trackers and QR-coded receipts, enhancing transparency and efficiency in water distribution. Resultantly, the revenue of KW&SC has been increased to Rs. 180 million from Rs. 70 million due to such digitization.
KW&SC has initiated digital transformation through the introduction of an Annual Tendering System. This initiative enables faster project initiation and real-time tracking of work progress, enhancing both accountability and efficiency.
A biometric attendance system has been introduced to ensure efficient workforce management and accountability, contributing to improved organizational efficiency. This system will ensure employees punctuality and availability for smooth working of the organization.
KW&SC has forged partnerships with Aqua de Portugal (Lisbon) and HBL to explore water infrastructure development projects. Additionally, participation in Global Water Summit and becoming a member of the prestigious Steering Committee for the 300 Global Water Leaders Group reflect KW&SC's commitment to thought leadership in advancing water management practices and infrastructure development with collaboration on national and international scale.
The Transformative Carbon Asset Facility (TCAF), launched by the World Bank in 2016, supports countries in reducing greenhouse gas (GHG) emissions through sustainable projects.
In Karachi, the Karachi Water and Sewerage Corporation (KWSC) aims to secure up to $40 million in grants from TCAF fund in acknowledgment of KW&SC’s commitment to rehabilitate and expand three aging sewage treatment plants—TP-I, TP-II, and TP-III—and to construct new facilities like TP-IV and West Karachi Water Recycling Project-1. Backed by the World Bank, Asian Development Bank, and Asian Infrastructure Investment Bank, these efforts will improve water and sanitation services while significantly reducing GHG emissions in the region. The Karachi Water & Sewerage Corporation (KW&SC) has established the Fareeda Salam Women Development Center (FSWDC), named after its first female Managing Director, with an annual budget of Rs. 10.5 million. This center aims to address gender gaps within the organization, creating a more inclusive work environment for female staff.
The center is equipped with facilities like a daycare, rest room, prayer area, kitchen, and tailored workspaces. The FSDC is led by a Gender Specialist and will implement a comprehensive Gender Action Plan (GAP). The Center for Research, Reforms, and Innovation (CERRI) built in collaboration with Karachi Water and Sewerage Services Improvement Project (KWSSIP) is the development arm of Karachi Water and Sewerage Corporation (KW&SC) and it will enhance the KW&SC’s capabilities by identifying best practices in water management and providing evidence-based policy recommendations.
CERRI will offer training programs for staff capacity building, facilitate partnerships with government agencies and NGOs to attract investment, and develop monitoring frameworks for initiatives. Additionally, it will create community awareness campaigns on water conservation and explore innovative financing models.
