April 1st Chief Executive Officer (CEO) Karachi Water Sewerage Corporation (KWSC) Engineer Syed Salahuddin Ahmed instructed to implement special arrangements for the supply and drainage of water throughout the city before Eid-Ul-Fitr. March 12th Mayor Karachi and Chairman Karachi Water and Sewerage Corporation (KWSC), Barrister Murtaza Wahab, has announced plans to ensure an additional 300 MGD water supply in Karachi before the end of his tenure as mayor. April 1st CEO KWSC Syed Salahuddin Ahmed will represent Pakistan in the Global Water Summit to be held in London.

History

Established in 1953, the Karachi Joint Water Board was the pioneering entity tasked with expanding Karachi's water supply system sourced from the Indus River. Subsequently, in 1957, it was assimilated into the Karachi Development Authority (KDA). With the Karachi Metropolitan Corporation (KMC) overseeing aspects of retailing, treated water distribution, and other shared responsibilities among 22 distinct agencies, the necessity arose to consolidate these functions within a singular entity. In response, the Karachi Water Management Board (KWMB) was instituted in 1981, endowed with distribution and cost recovery capabilities. Despite this, the KMC retained control over revenue and sewerage maintenance. Consequently, on the recommendation of the World Bank, KWMB evolved into the Karachi Water and Sewerage Board (KWSB) in 1983, under the governance of the Sindh Government. In 1996, the KWSB was detached from the KMC and reinstated with its own Act in 1996, along with an independent annual budget sanctioned by the Government of Sindh. This evolution culminated in the 2023 implementation of the Karachi Water and Sewerage Corporation, reflecting a new operational framework as per the Karachi Water and Sewerage Corporation Act of 2023.

Mission : Currently the Additional Chief Secretary in Sindh's Local Government Department since September 2023, boasts over five years as Executive Director at State Life Insurance Corporation of Pakistan and a decade in leadership roles at the Trading Corporation of Pakistan. Notable positions include Divisional Commissioner for Sukkur Division and Member in the Reforms Wing of Sindh's Board of Revenue, where he contributed to governmental reforms. Prior roles as District Coordination Officer for Pakistan and Director of Human Resources at Balochistan Coastal Development Authority underscore his extensive administrative and public service experience.

He holds a Bachelor’s degree from the University of Karachi and a Bachelor’s of Law (LLB) from Lincoln’s Inn, becoming an advocate for the Sindh High Court. Joining the provincial cabinet in April 2015 under Chief Minister Murad Ali Shah, Wahab initially advised on law before becoming a minister a month later. Dr. Kazim Hussain Jatoi

He has more than 25 years of diversified experience, having served in various positions within the Government of Sindh. As a PAS (BS-21) officer, Dr. Jatoi holds degrees in MBBS, M.A. Economics, and L.L.B. He currently serves as the Secretary of Finance for the Government of Sindh, bringing a wealth of expertise and knowledge to his role.

Muhammad Asghar Memon

Secretary, Planning & Development Department, Government of Sindh

Currently serving as the Secretary of the Planning & Development Department for the Government of Sindh, holds the position of Chief Economist in the same department from October 2021 to September 2023. As a PSS Officer with the rank of BS-20, Mr. Memon brings a wealth of experience and expertise to his role, contributing significantly to the strategic planning and development initiatives of the government.

Muhammad Saleem Rajput

Commissioner of Karachi Division

The current Commissioner of Karachi Division, boasts a diverse background. He previously served as Secretary in the Department of Transport and Mass Transit. With degrees from domestic and foreign universities, including studies in Public Policy at the London School of Economics, he brings a wealth of knowledge. His extensive government service includes pivotal roles such as Secretary Services and General Administration, Special Secretary Finance in the Government of Sindh, and Secretary Finance in the Government of Gilgit-Baltistan. Additionally, he held significant positions in Gilgit-Baltistan as Secretary Mines Mineral Labor and Commerce, and locally as Deputy Commissioner in Karachi, Hyderabad, and Khairpur, alongside EDO Finance in Badin. He also contributed as Additional Secretary to the Chief Minister of Sindh.

Dr. Sarosh Hashmat Lodi

Educationist/Vice-Chancellor-NED University of Engineering & Technology, Karachi

The Vice-Chancellor of NED University of Engineering & Technology since March 2017, is a renowned expert in water supply, distribution, and sewerage networks. With degrees from prestigious institutions in the USA and the UK, he has received notable accolades, including the Pride of Performance award from the President of Pakistan in 2019 and the Engineering Excellence Award from the Pakistan Engineering Council in 2022. Recognized for his impactful contributions, Dr. Lodi's achievements include the National Engineering Excellence Award by the Institution of Engineers, Pakistan, in 2023, highlighting his significant role in advancing the engineering profession in Pakistan.

Zafar Sobani

Chartered Accountant

Mr. Zafar Sobani, a finance and investment expert, holds board positions in entities like Karachi Water & Sewerage Corporation, Zephyr Power Limited, TRG (Pakistan) Limited, AGP Limited, and others. With a significant role in the privatization sector from 2014 to 2023, he actively participated in various transactions. Currently, he chairs the Appellate Board of the Institute of Chartered Accountants of Pakistan (ICAP) and was the first Chairman of the ICAP Quality Control Board from 2006 to 2014. A Sponsor Director of the Pakistan Institute of Corporate Governance since 2004, he is a certified Corporate Governance trainer by IFC. His impactful contributions include serving as ICAP President in 2004/05.

Barrister Syed Ghulam Shabbir Shah

Lawyer

An expert in legal affairs and public administration, graduated from the University of Manchester and is a Lincoln's Inn barrister. Beginning his legal career in 2010, he swiftly rose through the ranks, becoming the youngest Advocate of the Supreme Court in Pakistan's history at the age of 31. In 2017, he served as the Additional Advocate General in Sindh, reaching a Grade 21 position. In August 2020, he established G Shabbir Shah Law Associates "GSSLA," practicing nationwide and contributing as a legal analyst on television shows. Known for his professional and strategic approach, he excels in settling complex commercial disputes and arbitrations, consistently adding value to his clients.

Prof. Dr. Huma Naz

She is the Rector of Millennium Institute of Technology and Entrepreneurship in Karachi. A distinguished scholar, reviewer, and author, she has co-edited two books. Dr. Naz holds the title of Certified Director approved by SECP and serves as the Senior Vice Chair of the Karachi Council for Foreign Relations (KCFR). Abdul Kabir Kazi

Senior Civil Servant

A retired senior bureaucrat with over 30 years of experience, currently serves as the Managing Director of the Sindh Education Foundation (SEF). Leading the largest portfolio of Public Private Partnerships in Education in Sindh, he is appointed as a Board Member of the Karachi Water & Sewerage Board (KW&SB) for his financial management expertise. A distinguished member of the Pakistan Administrative Services (PAS), Mr. Kazi has held key positions, including Home Secretary. His extensive engagement with international agencies and dynamic leadership at SEF has resulted in a remarkable 100% increase in the portfolio, reaching over 850,000 students across the province.

He joined KW&SC in the Year 1988 with Postgraduation in Finance from International University of Missouri USA with 35 years of experience in water utility. Currently serving as Deputy Managing Director of Revenue Generation at Karachi Water & Sewerage Board (KW&SC), is a dynamic leader renowned for his strategic acumen in financial management and revenue enhancement. With a keen focus on optimizing revenue streams, Mr. Imran spearheads innovative approaches to billing, collection, and financial planning within KW&SC. His initiatives drive fiscal sustainability while ensuring equitable access to water services for all residents of Karachi. Through proactive measures and stakeholder engagement, continues to uphold KW&SC's commitment to efficient resource utilization, fostering resilience in the face of evolving challenges.

Muhammad Saqib

He joined KW&SC in the year 1988 with Postgraduation in Finance key background in accounts and commerce. Since then he has served on various positions within the KW&SC. Currently serving as Deputy Managing Director of Human Resources Development and Administration (HRDA), brings a wealth of expertise in nurturing organizational development and human capital management. With a strategic focus on talent acquisition, training, and employee engagement, Mr. Saqib drives initiatives aimed at enhancing the workforce's capabilities within KW&SC. His leadership assures alignment with the corporation objectives, fostering a culture of excellence and innovation. Khurram Shehzad

Throughout his career, Khurram Shehzad has held pivotal roles contributing significantly to various projects aimed at improving water and sewerage services in Karachi. As Project Manager-Civil at KWSSIP and later as Project Director at Treatment Plant-IV, he demonstrated exceptional project management abilities, ensuring successful execution and delivery of critical infrastructure projects.
