Karachi was receiving water through an ancient system of wells and aquifers well supported through open conduit from Dumlottee and Haleji respectively in the late 19th century. After the independence, Karachi Joint Water Board was established in 1953 tasked with expanding Karachi's water supply system sources from the Indus River through the Keenjhar Lake. In 1957, Karachi Joint Water Board was merged into the Karachi Development Authority (KDA).
As Karachi Metropolitan Corporation (KMC) was overseeing some of the affairs of retailing and distribution of treated water, and other responsibilities which were co-shared with 22 other agencies, the necessity arose to consolidate these functions within a single entity.
In the above backdrop, Karachi Water Management Board (KWMB) was instituted in 1981, endowed with distribution and cost recovery responsibilities. However, KMC did retain some control over revenue and sewerage-related maintenance. Consequently, on the recommendations of the World Bank, KWMB evolved into the Karachi Water and Sewerage Board (KW&SB) in 1983, whose governance was concentrated at the provincial government level.
In 1996, KW&SB was completely detached from KDA and KMC with enactment of its own Act named as Karachi Water & Sewerage Board Act, 1996. By virtue of this Act, KW&SB started making an independent annual budget duly sanctioned by the Government of Sindh.
Karachi Water & Sewerage Board remained provincial and local subject at different times from 1996 till 2023. During the time of devolution of power in 2001, the governance of KW&SB was under control of elected Mayor being its Chairman. However, later on in 2009, KW&SB was again provincialized and came under direct control of the Provincial Government.
In May 2019, the Government of Sindh signed a Commitment of Cooperation (CoC) with the World Bank agreeing to implement a strategy to transform KW&SB into a financially viable and administratively autonomous entity working on sound principles of governance. The commitment envisaged management reforms by introducing modern corporate governance and best practices related to financial management, institutional development, service delivery and public-private partnership.
In order to transform KW&SB into a modern utility, in line with the Commitment of Cooperation the Sindh Government enacted the historic and unprecedented Karachi Water and Sewerage Corporation Act, 2023, whereby a robust and independent Board of Directors was constituted having sound vision of service delivery and financial management for KW&SC. The Act also brought an independent Karachi Water & Sewerage Corporation to undertake management decisions enabling Public-Private Partnerships and other business plans including roadmaps for universal access of water and sewerage service to all settlements of the city.

Detail: The aim of this project is to increase the water supply, which currently stands at 650 MGD to 1105 MGD by the year 2030. We intend to achieve this by implementing various strategies and infrastructure enhancements.
Our goal is to ensure that Karachi's water needs are met adequately and sustainably, paving the way for a better future for all residents.
Detail: Launching a new project aimed at bolstering Karachi's water supply is a crucial step towards ensuring that every corner of the city has access to clean and pure water.
This initiative is designed to address the pressing need for reliable water sources throughout Karachi. By implementing this project, we are committed to enhancing the quality of life for all residents by providing them with a fundamental necessity: safe drinking water.
Detail: In addition to increasing water supply, effective control measures are equally important. This involves the installation of bulk flow meters, automated valves, and digital metering systems to ensure accurate billing for water consumption.
This initiative is designed to address the pressing need for reliable water sources throughout Karachi. By implementing this project, we are committed to enhancing the quality of life for all residents by providing them with a fundamental necessity: safe drinking water.
Detail: It is imperative to work on this project as our population is steadily increasing. Currently, Karachi is home to 20.3 million people, and it is estimated to reach 23.5 million by 2030.
This population growth underscores the urgent need to bolster our water supply infrastructure to accommodate the rising demand. By investing in such projects now, we can ensure that future generations have access to sufficient and clean water resources.
Detail: Ensuring the availability of safe, pure, and healthy water is not only about increasing water supply but also about improving its quality. This involves the establishment of new filtration plants, chlorination stations, and water quality monitoring stations.
Currently, only 40 percent of water undergoes filtration, but our target is to increase this to 90 percent by 2030. By achieving this goal, we aim to significantly enhance the quality of water provided to the residents, promoting better health outcomes and overall well-being.
By 2030, achieve access to adequate and equitable sanitation and hygiene for all, end open defecation, paying special attention to the needs of women, girls and those in vulnerable situations.
Detail: The current sewerage coverage in the city stands at 89 percent, with plans to achieve 100 percent coverage by 2030. Alongside increasing water supply, ensuring comprehensive sewerage coverage is essential.
This integrated approach is vital for preventing pollution and diseases, safeguarding public health, and fostering a cleaner environment for all residents.
Detail: The most significant issue concerning sewerage lies within the Katchi Abadis, primarily due to the low-income communities residing there. Currently, only 50 percent of these areas have sewerage connections, but our goal is to increase that to 90 percent by 2030.
By achieving this target, we aim to mitigate pollution and environmental hazards in these areas, thereby improving the overall quality of life for residents and creating a safer and healthier environment for everyone.
By 2030, improve water quality by reducing pollution, eliminating dumping and minimizing release of hazardous chemicals and materials, halving the proportion of untreated wastewater and substantially increasing recycling and safe reuse globally.
Detail: Enhancing Karachi's wastewater treatment plants is crucial as it is the primary focus of KW&SC's project. Currently, out of a capacity of 360 MGD, only 54 MGD of wastewater is being treated.
However, by 2030, the goal is to treat up to 500 MGD out of a planned capacity of 750 MGD. This enhancement promises immense benefits, including the production of biogas and much more. Biogas, derived from waste materials at sewage treatment plants, serves as a renewable energy source. Additionally, improved sewage treatment contributes to increased clean water resources, maintains a cleaner environment, and signifies a better quality of life. This advancement could lead to significant environmental improvements in Karachi and ensure the well-being of its residents.
Barrister Murtaza Wahab Siddiqui is the current Mayor of Karachi and the Chairman of Karachi Water and Sewerage Corporation (KW&SC) and has been elected to office since 19th June 2023. He has previously served in the Senate of Pakistan as a Senator from August 2017 to March 2018, he has also served as an advisor to the honorable Chief Minister Murad Ali Shah on law and anti-corruption establishment in 2018 and later became a provincial Minister in 2018 a month later with the additional portfolio of Information. He holds a bachelor’s degree in Law (LLB) from the University of Karachi and a Bar at Law from Lincoln’s Inn and became an advocate for the Sindh High Court. His political career showcases dedication to public-service and governance, highlighting his dynamic leadership in Karachi's administration.

He has also contributed significantly as Program Director for the USAID-funded Sindh Municipal Services Delivery Program from June 2012 to November 2016. Before that, he has served in various administrative departments in the Government of Khyber Pakhtunkhwa and Sindh. Khalid holds a Master’s degree in Sociology and Agriculture Education & Extension.

Recognized for his impactful contributions, Dr. Lodi's achievements include the National Engineering Excellence Award by the Institution of Engineers Pakistan in 2023, highlighting his significant role in advancing the engineering profession in Pakistan.

Mr.Syed Imran Iqbal Zaidi joined the then Karachi Water and Sewerage Board in 1988 with a postgraduate degree in Finance from the International University of Missouri, USA. With over 35 years of experience in water utility management, he currently serves as the Deputy Managing Director (DMD) of Revenue Resource Generation (RRG) at the Karachi Water and Sewerage Corporation (KW&SC).
